部活の過熱化、内申書反映への過度な期待も一因…高校入試での評価基準明示を文科省要望

　文部科学省は、中学校が内申書（調査書）に記載する部活動の実績などが、高校入試でどのように評価されるか受験生に明示するよう都道府県教育委員会に求める方針を決めた。公立高入試は各都道府県で方式が異なるため、文科省は内申書の扱い方も含めた実態調査を行い、年内にも結果を公表する。

   日本の学校の隠ぺい体質はイジメ事件が起こるたびに明らかになっている。校長も教員も自分が責任を取らされたら困るので「何もなかった」ことにしたい。要するに、生徒より自分の保身に走るわけだ。

　公務員のお役人体質は国を腐らせる。官僚から末端まで権力欲だけは旺盛なので、あの手この手で権力を手放さない。学校で言うと、生徒を内申書で脅して言うことを聞かそうとする。だから、評価基準など明らかにするわけがない。「俺様がルールだ！」という状態が最も好ましい。

　部活なども法律のどこにも書いてないのに、いつのまにか「強制」となっている。本来、生徒たちが自由に過ごせるはずの放課後も生徒たちから奪ってしまう。こんな雁字搦めの学校から逃亡したいのは当たり前。だから、不登校や登校拒否が増え続けているのは当然の結果なのに教師は気づかない。

　The cover-up nature of Japanese schools is evident every time a bullying incident occurs. Principals and teachers want to pretend that "nothing happened" because they do not want to be held responsible. In short, they are more concerned with protecting themselves than their students.

　The bureaucratic nature of public officials corrupts the nation. From the bureaucrats down to the lowest level, they have a thirst for power, and they will not give it up in any way. In the case of schools, they try to intimidate students into doing what they say by threatening them with internal exams. Therefore, there is no way they will reveal the criteria for evaluation. The most favorable state of affairs is "I rule!" is the most desirable state of affairs.

　Club activities, for example, have somehow become "compulsory," even though there is nothing in the law that says so. They also deprive students of after-school hours, when they are supposed to be free to spend their time as they please. It is only natural that they want to escape from such a goose-stepping school. Therefore, it is a natural consequence that the number of truancy and refusal to go to school continues to increase, but teachers do not realize it.
