日本のSWIFT排除参加歓迎ホワイトハウス声明は異例か

米国、フランス、ドイツ、イタリア、英国、カナダと欧州連合（EU）はウクライナ侵攻への制裁としてロシアをSWIFT; Society for Worldwide Interbank Financial Telecommunicationから排除します。日本の岸田文雄首相も遅ればせながらSWIFT排除への参加を表明しました。

日本の参加表明に対してホワイトハウスは歓迎のステートメントを発表しました（Statement by Press Secretary Jen Psaki on Japan's Announcement to Hold Russia Accountable, FEBRUARY 27, 2022）。これを報道した日本経済新聞は「日本の対応に特化した声明を出すのは異例だ」と評しました。声明は「岸田文雄首相と日本政府はプーチン氏のウクライナ攻撃を非難するリーダーだ」とすると報道します（坂口幸裕「日本の追加制裁「歓迎」　米ホワイトハウス、異例の声明」日本経済新聞2022年2月28日）。

この報道に接すると日本がロシア非難のリーダーにまつりあげられたようにも感じてしまいます。米国や英国が日本をけしかけてロシアと戦争させる日露戦争直前の風刺画を想起する向きもあります。日本を持ち上げて、核戦争で脅すプーチンの矢面に日本を立たせる米国の陰謀と見る向きもあります。しかし、原文は記事ほど日本を特化して持ち上げていません。

We welcome Japan's announcement today that it will stand with the European Commission, France, Germany, Italy, the United Kingdom, Canada, and the United States to isolate Russia from the international financial system and our economies. Following Japan's announcement, the entire G7 now supports disconnecting selected Russian banks from SWIFT, restrictions on the Russian Central Bank, and sanctioning key Russian leaders, including President Putin. 事実は日本以外のG7 6ヵ国がSWIFT排除を決め、後から日本が追随しました。前日に日本以外のG7 6か国がロシアを非難し、SWFIT排除などを行う声明が発表されています（Joint Statement on Further Restrictive Economic Measures, FEBRUARY 26, 2022）。「We, the leaders of the European Commission, France, Germany, Italy, the United Kingdom, Canada, and the United States condemn Putin's war of choice and attacks on the sovereign nation and people of Ukraine.」

「日本の対応に特化した声明」となった理由は日本だけが遅れたためです。「the entire G7 now supports disconnecting selected Russian banks from SWIFT」とあるようにG7全体でロシアを排除することが重要です。
